Getting a loan while receiving the Assegno di Inclusione in Italy

Receiving the Assegno di Inclusione in Italy still leaves concrete routes: pawn credit at a Monte dei Pegni, social microcredit, donation crowdfunding, Caritas and anti-usury funds, and start-up incentives such as Resto al Sud, besides municipal aid and a guarantor.

Getting a loan while receiving the Assegno di Inclusione in Italy

Where an ADI household really stands

The Assegno di Inclusione, known as ADI, replaced the Reddito di Cittadinanza in January 2024. INPS pays it onto a dedicated electronic card for families that include minors, disabled members, people over sixty or people in certified care programmes.

Because the allowance is temporary, means-tested and tied to an activation pathway, lenders do not see it as a reliable repayment source. Most applications from households with no other income end in refusal, whichever bank or finanziaria is approached.

Reasons Italian lenders turn ADI applicants down

Creditworthiness assessment is mandatory under the Testo Unico Bancario. Lenders look for a payslip or pension, and the classic low-income product, the cessione del quinto, is legally linked to salary or pension. An assistance allowance cannot be assigned in the same way.

The allowance also lasts eighteen months, followed by a pause and possible renewal for twelve months. A loan running beyond the payment period, with no other income behind it, looks to any risk department like a debt without a source of repayment.

Is ADI counted as income or protected from creditors?

Some lenders accept it only as a supplement to a wage. On the creditor side, assistance benefits are generally excluded from seizure under the Code of Civil Procedure, which means an unpaid lender has almost no means of recovery and therefore declines in advance.

This protection is useful to the household, but it also explains why aggressive informal lenders target ADI recipients. They rely on threats, held documents or control of the payment card rather than on legal collection.

Credit registers: Centrale dei Rischi and CRIF

The Bank of Italy runs the Centrale dei Rischi, which records exposures from 30,000 euros and every bad debt. Private systems such as CRIF hold smaller loans and late payments, kept for one to three years depending on the seriousness of the arrears.

Access to your own Centrale dei Rischi data is free through the Bank of Italy online service. Private registers must also provide your file on request. Errors can be contested with the reporting lender, then with the Arbitro Bancario Finanziario.

How ADI works in practice

Applications go through INPS, a patronato or a CAF, followed by registration on the SIISL platform and a meeting with social services. The amount depends on an equivalence scale and household ISEE, plus a rent contribution for tenants. Figures change, so check INPS for current values.

Spending on the card is subject to limits, and cash withdrawals are capped. Any new income or change in the household must be reported, since it can alter the allowance. Informal loans received in cash should also be documented to avoid misunderstandings.

Microcredit and Caritas loan funds

Social microcredit under article 111 of the banking law covers small sums for families in temporary hardship, with support from a tutor. The Ente Nazionale per il Microcredito promotes the scheme, while banks disburse the loan through partner associations and local authorities.

Caritas Italiana and many dioceses run their own funds, often guaranteeing a bank loan for people excluded from credit. In 2025 the Italian Bishops' Conference launched Mi Fido di Noi, a national programme of guaranteed microloans for people and families in difficulty.

Anti-usury foundations and the prevention fund

Anti-usury foundations, many grouped in the Consulta Nazionale Antiusura, use the state prevention fund created by Law 108 of 1996 to guarantee bank loans for overindebted families at risk of usury. They also provide free advice and negotiation with creditors.

For deeper overindebtedness, the crisis code offers composition procedures handled by an Organismo di Composizione della Crisi, including a route for debtors with no assets. These are formal procedures and require honest disclosure of all debts.

Usury thresholds and borrower rights

Every quarter the Ministry of Economy publishes tassi soglia, the maximum lawful rates for each loan category. Exceeding them is the criminal offence of usura. Lenders must disclose the TAEG, and consumers may withdraw within fourteen days and repay early.

Five families of solutions for ADI households

Beyond the bank counter, Italy combines centuries-old pawn institutions with regulated microcredit and public enterprise incentives. Each family below has its own entry point, and several can be combined, for instance a Caritas listening centre referral followed by support from a microcredit tutor.

Credito su pegno. The Banking Act reserves pawn credit to banks, today through ProntoPegno of Banca Sistema and Acantus of the Intesa Sanpaolo group. Gold or watches are appraised, part of their value is lent without income checks, and unredeemed pledges are auctioned.

Social microcredit under article 111 of the Banking Act

Social microcredit for people in particular economic vulnerability reaches up to 10,000 euros and must include free support services. The Ente Nazionale per il Microcredito promotes these schemes, while dioceses and municipalities often act as guarantors for borrowers who have no payslip.

Crowdfunding, solidarity loans and charitable aid

An online donation campaign can cover dental treatment or school expenses; ask a CAF whether the sums received affect your ISEE or ADI. Lending crowdfunding operators need CONSOB and Banca d'Italia authorisation under the European regulation and finance companies rather than families.

Caritas listening centres, the Comunità di Sant'Egidio, the Italian Red Cross and San Vincenzo de Paoli conferences pay bills, rent arrears or school costs as one-off grants. Diocesan anti-usury foundations add interest-free guarantees, and some parish funds lend small sums at zero interest.

Self-employment incentives for ADI households

Invitalia manages incentives such as Resto al Sud 2.0 for young unemployed or inactive people in southern regions, and ON – Oltre Nuove imprese a tasso zero for young and female founders. Grants combined with subsidised loans require a business plan and an approved application.

For an ADI household, new self-employed earnings must be reported to INPS and change the benefit calculation, so guidance from a CAF is wise. A small business can replace the allowance and fund a repayment plan, yet failure leaves fresh debts behind.

Comparison of realistic alternatives

Availability differs from one region, diocese and municipality to another. Use the table to decide which office to approach first, and remember that every option involves an assessment of the household budget rather than an automatic grant.

Step-by-step plan

  1. Calculate the exact need and check whether the comune, the region or a utility bonus can cover it without credit.
  2. Request your free Centrale dei Rischi report and your CRIF file to see what lenders will see.
  3. Book an appointment at a Caritas listening centre or with municipal social services.
  4. Ask about social microcredit or Mi Fido di Noi in your diocese or town.
  5. If debts are already unmanageable, contact an anti-usury foundation or an OCC before borrowing again.
  6. If a relative can guarantee, compare bank offers on TAEG and read the SECCI form.
  7. Keep every contract and receipt, and report changes to INPS on time.

Warning signs of fraud and usury

  • Online offers of a private loan for ADI recipients asking for a deposit, stamp duty or insurance before disbursement: authorised lenders deduct costs from the loan, never in advance.
  • Anyone asking you to hand over the ADI card, its PIN or your identity document as security.
  • Lenders not listed in the Bank of Italy registers of banks and financial intermediaries.
  • Weekly repayments in cash with interest far above the tassi soglia.
  • Promises that no checks will be made on the Centrale dei Rischi or CRIF.
Can I get a cessione del quinto with ADI?

No. The cessione del quinto is reserved for employees and pensioners, whose employer or pension body pays the instalment directly. An assistance allowance cannot be assigned this way. A household member with a contract or a pension may apply in their own name.

Does a Caritas loan appear in credit registers?

When Caritas guarantees a loan disbursed by a bank, the bank reports it like any other credit. Regular repayment builds a positive history in private registers, while arrears are recorded and can affect access to future finance.

Will a loan reduce my ADI payment?

A loan is not income, so a properly documented loan does not normally reduce the allowance. Assets count in the ISEE, however, and unspent sums on a bank account at the reference date can affect the next calculation.

What can I do if I already owe money to an informal lender?

Contact an anti-usury foundation or the Carabinieri. Victims of usury can apply to the state solidarity fund, and reporting the lender is a condition for that support. Never sign new blank documents or pledge benefits to settle the debt.

Is a guarantor a safe solution?

It can work if the guarantor has a stable income and understands that the lender can claim the full debt from them. Agree in writing how repayments will be shared, and choose a small amount over a short period.
