Why a DICOM listing blocks most applications
DICOM is the popular name for the commercial report sold by Equifax Chile, which gathers unpaid bills, protested cheques and overdue loans. Banks, retailers and even landlords consult it, and many automated systems reject any applicant showing an unpaid commercial debt.
The refusal is a lender choice, not a legal ban. A worker with stable payroll income, a business with visible sales or someone offering a pledge can still find credit, but usually at smaller amounts, shorter terms and with deductions taken directly from salary.
Equifax, the Boletín Comercial and the new consolidated debt register
Equifax publishes DICOM, while the Santiago Chamber of Commerce runs the Boletín Comercial, which records protests and unpaid documents. Law 21.680 created a Registro de Deuda Consolidada supervised by the CMF, including positive information, and its rollout is gradual.
When unpaid debts must disappear
Under Law 19.628 on private life, overdue debts may not be reported once five years have passed since they became due. A debt that is paid or otherwise extinguished must stop being communicated, so settling an old balance has a direct effect.
Free reports and corrections
Individuals can obtain their own report free at regular intervals, using ClaveÚnica or identity checks online. If a debt is wrong, already paid or older than the legal limit, ask the creditor and the bureau to correct it and keep evidence.
Rate ceilings and borrower protections
Chile caps interest through the Tasa Máxima Convencional, published by the Comisión para el Mercado Financiero for each loan category. Charging above it is not allowed, and usury is a criminal offence, which matters when dealing with informal lenders or online offers.
Collection is also regulated. Calls at night, contacting your employer or neighbours, or threats about DICOM can be reported to SERNAC. The consumer agency also explains how to renegotiate and how the insolvency superintendency can help people with several overdue debts.
Comparing the options that remain
The following table summarises what people listed in DICOM can realistically try. Conditions vary by institution and change over time, so compare the carga anual equivalente and the total cost on every quote before signing any document or mandate.
| Option | Typical lender | How it works | Watch out for |
|---|---|---|---|
| Crédito social | Cajas de compensación | Payroll-deducted loan for affiliated workers and pensioners | Deduction reduces net pay for the whole term |
| Cooperative loan | Savings and credit cooperatives such as Coopeuch | Membership and share capital, case assessment | Many still review DICOM and income |
| Pawn credit | Dirección General del Crédito Prendario | Loan secured by jewellery or goods | Unredeemed items are auctioned |
| Microcredit | Foundations and microfinance programmes | Small group or individual loans for micro-businesses | Requires a real income-generating activity |
| Renegotiation | Superintendencia de Insolvencia y Reemprendimiento | Free procedure to restructure several debts | Eligibility thresholds apply |
| Community fundraising | Bingos, completadas, online colectas | Neighbours and relatives fund a specific need | Effort-intensive, unpredictable amount |
| Charitable or municipal aid | Hogar de Cristo, Caritas Chile, municipal social departments | Non-repayable help for vulnerable households | Requires social assessment, limited budgets |
| Seed funds | FOSIS, Sercotec | Grants and training to start a micro-business | Competitive calls, business may fail |
Insolvency renegotiation through Superir
Law 20.720 created a free renegotiation procedure for individuals with several overdue obligations. Superir convenes the creditors and seeks an agreement on new terms; if that fails, liquidation of assets can extinguish remaining debts, after which the records should be cleaned.
Guarantors, family and employer help
A relative with a clean report can act as aval or codeudor, accepting full liability if you default. Family loans should be written down with amounts and dates. Some employers grant salary advances or welfare loans through their bienestar department.
Five solution families when you are in DICOM
Chilean banks read the Boletín Comercial almost automatically, but several public and non-profit channels look at a pledged object, a micro-business or a social situation instead. Next to renegotiation with the Superir and the cajas de compensación, five families can help.
Pawn credit. The Dirección General del Crédito Prendario, the state agency many Chileans call la Tía Rica, lends against jewellery, watches and other goods after an appraisal, without reviewing DICOM. Paying back releases the item; unredeemed pledges are sold at public auctions.
Microcredit for micro-entrepreneurs
Fondo Esperanza organises borrowers into community banks where members guarantee one another, Banigualdad serves vulnerable entrepreneurs, and BancoEstado Microempresas finances small businesses. These lenders focus on the activity and repayment capacity, although some still review debt reports before larger loans.
Colectas, bingos and regulated crowdfunding
Neighbourhood bingos, completadas and online colectas are a long Chilean tradition for covering medical bills or funerals. Since the Fintec law of 2023, crowdfunding and lending platforms must register with the CMF, and they mainly finance companies rather than people in DICOM.
Charities and municipal social aid
Hogar de Cristo, Caritas Chile and the Salvation Army offer food, shelter and emergency help, while each municipality's social department can grant one-off aid to households in the Registro Social de Hogares. Donations and grants never create a DICOM entry.
Step-by-step plan
Trying random lenders produces many queries and rejections. A better sequence starts with your own report and the oldest debts, then moves toward secured or payroll credit only if a real need remains after renegotiation and budgeting.
- Download your free Equifax report and check the Boletín Comercial.
- Identify debts older than five years and ask for their removal.
- Contact each creditor to repactar, getting the new terms in writing.
- If you owe several overdue debts, check eligibility for Superir renegotiation.
- Ask your caja de compensación or a cooperative about credit despite DICOM.
- Compare the CAE and total cost, never exceeding what your budget allows.
Rebuilding after leaving DICOM
When the listing disappears, keep utilities and phone bills current, avoid opening several retail cards at once and use one small credit line responsibly. Positive history in the consolidated debt register should progressively help lenders see recent good behaviour.
Warning signs in DICOM loan offers
Advertisements for créditos sin revisar DICOM often come from impostors on social media who copy bank logos. Their trick is to approve instantly and then demand a payment for notary fees, insurance or a guarantee deposit that is never returned.
- Any payment requested before the money reaches your account.
- Transfers to a personal RUT instead of an institution.
- Requests for your ClaveÚnica, card PIN or online banking codes.
- Services charging to erase DICOM without paying the debts.
- Lenders that cannot show the CAE or quote rates above the TMC.
Who should not borrow right now
Someone already missing rent or basic services rarely benefits from new credit. Social benefits, municipal social support and debt renegotiation address the cause; a loan only shifts the problem to next month unless income clearly covers each instalment.
Can a bank lend to me while I am in DICOM?
Banks are not forbidden to lend, but most refuse unsecured consumer credit. Customers with long payroll accounts, mortgage-backed refinancing or deposits held at the bank occasionally obtain offers after an individual review by an executive.
Does paying the debt remove me from DICOM?
Yes. Once the debt is paid, the creditor must stop reporting it and the bureau should update your record. Ask for a payment certificate and check your report a few weeks later to confirm the listing has gone.
Do cajas de compensación check DICOM?
They usually consult it, yet their crédito social relies mainly on payroll deduction, so affiliated workers with stable contracts are often assessed on capacity to pay. Each caja sets its own policy and maximum share of salary.
Can a small business help me get out of DICOM?
It can if it produces steady income. FOSIS programmes such as Yo Emprendo Semilla give seed capital and training to vulnerable households, and Sercotec runs Capital Semilla calls. These are grants, not loans, but a failed venture can still leave new supplier debts.
