What changed for Bolsa Família borrowers
In late 2022, under the former Auxílio Brasil, several banks offered consignado loans repaid through automatic deductions from the benefit. Interest was high, and many families saw their monthly transfer shrink for years. Caixa stopped granting these loans in 2023, and the rebuilt Bolsa Família ended the arrangement.
Today the benefit cannot be pledged for automatic loan repayment. Any offer claiming to lend against Bolsa Família with deductions taken straight from the card deserves suspicion, because the legal channel that once permitted it no longer exists for this programme, according to consumer groups such as Idec.
How the benefit is structured
Bolsa Família, governed by Law 14,601 of June 2023, pays families registered in the CadÚnico whose monthly income per person is up to 218 reais. The base amount is at least 600 reais per family, with supplements for young children, older children and adolescents, pregnant women and nursing mothers.
Is the benefit counted as income or seizable?
A lender may look at the benefit when judging what a household can afford, but it is a social transfer rather than earned income. Brazilian procedure law shields amounts meant for subsistence from attachment, and the benefit is generally treated as unseizable, though balances mixed with savings can be disputed.
Serasa, SPC and the Banco Central register
Negative records are held by private bureaus such as Serasa, SPC Brasil and Boa Vista, while the Banco Central keeps the SCR, a register of loans that any citizen can consult free through Registrato. Many beneficiaries carry old card or utility debts that weigh on any new application.
Legitimate options before any private loan
The safest route begins with programmes designed for low-income households and with renegotiation of existing debt, not with a fresh consumer loan. The table sets out the main channels, who operates them and what a family can realistically expect from each one.
| Option | Operator | Purpose | Cost |
|---|---|---|---|
| Productive microcredit (Crediamigo) | Banco do Nordeste | Working capital for small informal businesses | Reduced rates, group or individual guarantees |
| Debt renegotiation | Serasa and partner creditors | Settle old negative records | Discounts on overdue debt, no new credit |
| Over-indebtedness procedure (Law 14,181/2021) | Procon offices and courts | Single repayment plan for all creditors | Free; protects a subsistence minimum |
| Consumer guidance | Idec, Procon, consumidor.gov.br | Complaints and rights information | Free |
| Personal loan from a bank or fintech | Institutions authorised by the Banco Central | Urgent expenses | High rates; compare the CET |
Crediamigo and productive microcredit
Crediamigo, run by Banco do Nordeste, lends to informal entrepreneurs, often through solidarity groups whose members guarantee one another. In 2023 the federal government announced lower rates and wider reach for the bank's microcredit programmes. The money finances an income-generating activity rather than household consumption.
Caixa and other public banks
Caixa pays Bolsa Família and offers simplified accounts, but it ended consignado for beneficiaries in 2023. Public banks can still assess a recipient for ordinary credit or microcredit lines, applying standard affordability checks and consulting the credit bureaus like any other lender.
Renegotiating instead of borrowing
For many families the real burden is an old card, overdraft or utility debt with mounting interest. Settling it through a creditor campaign, Serasa's renegotiation service or a Procon conciliation can ease monthly pressure more than new credit, without adding another instalment to the budget.
Interest rates, CET and legal limits
Brazil has no general cap on personal loan interest charged by banks, so every offer must disclose the Custo Efetivo Total, or CET, which adds fees, insurance and taxes to the interest. Comparing the CET and the total amount repaid in reais is the only fair test.
Some limits do exist. Since January 2024, interest and charges on revolving credit card debt cannot exceed the original amount, under Law 14,690/2023. Individuals lending for profit outside the financial system fall under usury rules, and excessive interest can be prosecuted as a crime against the popular economy.
The over-indebtedness law also protects a subsistence minimum, fixed by decree at 600 reais in 2023, which renegotiation plans must respect. For a family living mainly on Bolsa Família, repayment proposals that would absorb the entire benefit can therefore be challenged before a Procon or a court.
Steps to take before signing
The following order protects both the benefit and the CadÚnico record. It also helps avoid taking a new loan just to pay an older one, which is the most frequent path into over-indebtedness for low-income households across the country.
- Update the CadÚnico record so the family receives every supplement it is entitled to.
- Check the CPF on Serasa and the loans listed in the Banco Central Registrato.
- Negotiate overdue debts first, through creditor campaigns or a Procon office.
- If the need relates to a small business, ask about Crediamigo or another productive microcredit line.
- For any personal loan, request the CET in writing and compare at least two authorised institutions.
- Confirm the lender is authorised by the Banco Central before sending any documents.
- Keep the contract and receipts, and report abuses on consumidor.gov.br.
Warning signs and common mistakes
Fraudsters exploit the names of Bolsa Família, Caixa and federal ministries, sending messages that promise exclusive loans for beneficiaries. The programme itself does not lend money, and any of the patterns below should end the conversation at once.
- A request for a Pix transfer to release the loan, labelled as a fee, insurance, deposit or tax: authorised lenders never collect money from a Bolsa Família family before paying out credit.
- Promises of credit deducted directly from the Bolsa Família card, a mechanism that no longer exists.
- Requests for the card password, NIS number or social programme app login.
- WhatsApp messages from people posing as Caixa or ministry staff.
- Borrowing from an informal moneylender whose monthly rate doubles the debt within months.
Where to complain
Problems with banks and fintechs can be recorded on consumidor.gov.br, with a local Procon or with the Banco Central. Idec, an independent consumer institute, campaigned against benefit-backed consignado and publishes guidance on rights. Fraud attempts should also be reported to the police.
Can Bolsa Família still be used for a consignado loan?
No. The consignado arrangement created under Auxílio Brasil was ended, and the current programme does not allow automatic deductions for loan repayment. Any company offering this today is misinformed or running a scam, and the offer should be reported rather than accepted.
Does taking a loan reduce the benefit?
Borrowed money is a debt, not earnings, so it does not by itself raise income per person. New earnings from a business financed with credit, however, must be declared in the CadÚnico. Keeping the record accurate avoids later blocks or requests to return payments.
Can someone with a negative record get microcredit?
Productive microcredit programmes often look beyond the credit score, relying on group guarantees and visits by credit agents. A negative record does not automatically exclude an applicant, but each institution decides case by case, and serious ongoing defaults can still lead to refusal.
Are online lenders for negative borrowers legal?
Fintechs authorised by the Banco Central may lend to people with negative records, usually at high rates. Legality depends on that authorisation and on clear CET disclosure. Companies that demand payment before releasing money, or show no authorisation at all, are not legitimate.
Is there a public loan reserved for Bolsa Família families?
No general consumer loan is reserved for beneficiaries. Public policy focuses on productive microcredit, financial education and periodic debt renegotiation programmes, whose terms change over time. Checking official government channels before trusting a social media post avoids most traps.
