Borrowing money while on bijstand in the Netherlands

On bijstand in the Netherlands, workable money routes still exist: a pawn loan at a municipal lending bank, Qredits microcredit, crowdfunding, charity funds and Bbz support for starting a business, alongside bijzondere bijstand, the kredietbank and free municipal debt help.

Borrowing money while on bijstand in the Netherlands

The honest picture for people on bijstand

Bijstand is the Dutch social minimum paid by the municipality under the Participatiewet. It is designed to cover rent, food and basic bills, not repayments. Mainstream lenders therefore treat a household that depends on it as unable to carry new credit.

That does not mean every door is shut. The Dutch system deliberately places credit for low-income households inside the public sector, through municipal credit banks and special assistance, rather than leaving it to commercial lenders charging high prices.

Why banks and online lenders say no

Every licensed lender must run an affordability test based on standard living costs published by the sector. After those costs, a bijstand budget leaves almost nothing, so the calculated borrowing room is usually zero. Refusal is the expected outcome, not a personal judgement.

Lenders must also consult the BKR register before granting credit. Any recent arrears code or an existing loan reduces the room further, and a lender that skips these checks is breaking the rules of the Wet op het financieel toezicht.

Is bijstand counted as income, and can it be seized?

A few lenders formally list benefits as income, but the affordability formula still removes most of it. On the protection side, creditors may only take what exceeds the beslagvrije voet, set at 95 percent of the applicable bijstand norm, so seizure leaves very little.

This protection matters when weighing a loan. If a lender cannot recover arrears through seizure, it will refuse in advance, and anyone offering credit anyway is usually counting on aggressive collection or on fees paid before any money arrives.

How the BKR register affects your chances

BKR in Tiel records consumer loans, credit cards, overdrafts and phone contracts above a threshold, plus arrears codes. A settled negative code remains visible for five years after the debt is cleared. Shortening this period has been discussed politically, so check current rules.

You can view your own BKR file online free of charge after identifying with DigiD or a bank login. If an entry is wrong, ask the lender that reported it to correct it first, then complain to Kifid or BKR if needed.

How bijstand and municipal support fit together

Bijstand is applied for at the municipality after registering at werk.nl. The monthly norm depends on household type, and assets above a fixed limit must be used first. Extra income must be reported, and unreported loans can be treated as income.

That last point is often overlooked. Money received from a relative or private person can reduce benefit if it is a gift. Recording it as a genuine loan, with a repayment schedule, prevents misunderstandings with the municipality and protects both sides.

Bijzondere bijstand and leenbijstand

When a necessary expense cannot be paid from the regular benefit, such as a broken fridge, a deposit or medical costs, the municipality can grant bijzondere bijstand. It may be a non-repayable allowance or an interest-free loan deducted in small amounts from future benefit.

Each municipality writes its own policy, so the rules in Utrecht differ from those in Groningen or Rotterdam. Apply before buying anything if possible, keep quotes and receipts, and ask for a written decision that you can challenge through bezwaar.

The gemeentelijke kredietbank

Many municipalities work with a municipal credit bank, sometimes shared regionally. These institutions grant social loans to residents who are refused elsewhere, usually for essential goods, and often arrange payment directly from benefit. Rates are moderate and amounts are modest.

Credit banks also provide sanering credits as part of formal debt help: they pay creditors a negotiated lump sum, and the borrower repays the credit bank over a fixed period. This replaces many debts with one affordable monthly instalment.

Legal rate cap and your rights

Dutch consumer credit has a maximum cost set by the Besluit kredietvergoeding, linked to the statutory interest rate plus a fixed margin. Any provider must be licensed by the AFM or work under an exemption, as municipal credit banks do, and must give you pre-contract information.

Five solution families beyond the bank

A refusal from a bank closes one door only. Dutch law and civil society offer five other families of solutions for people on bijstand, each with its own rules: pledge loans, microcredit, crowdfunding, charitable funds and the Bbz scheme for future self-employed people.

Pawn loans. The Stadsbank van Lening in Amsterdam is a municipal pawn bank, and private pandjeshuizen operate in many cities. You hand over jewellery, a bicycle or electronics, receive part of its value without a BKR check, and recover the item after repaying.

Microcredit through Qredits and the kredietbank

Qredits is the Dutch non-profit microfinancier for entrepreneurs who cannot obtain a bank loan, and it pairs small business credit with coaching. For private needs, the gemeentelijke kredietbank plays the microcredit role. Neither finances daily spending, and both test what you can afford first.

Crowdfunding, solidarity and charitable funds

Donation crowdfunding for a medical aid or a training course is legal, but gifts may count as income for bijstand, so discuss it with your consultant beforehand. Lending platforms hold an AFM licence under the European crowdfunding regulation and fund business projects, not households.

Stichting Urgente Noden, the Salvation Army, church diaconieën and local charitable funds can pay one-off costs when municipal help falls short. Requests usually go through a social worker or debt counsellor, and the money is normally paid straight to the supplier or landlord.

Starting a business with Bbz support

The Besluit bijstandverlening zelfstandigen lets a person on bijstand prepare a business while keeping benefit. A viable plan can then receive an income supplement during the start phase and a loan for business capital, assessed by the municipality or a regional Bbz office.

Self-employment can lift a household out of debt when turnover replaces benefit and creditors accept a structured settlement. The risks are real: early months are often loss-making, business debts pile up quickly, and existing arrears usually have to be stabilised before a plan is approved.

Feasible alternatives compared

The table below compares the realistic sources of money for a household on bijstand. Conditions vary by municipality, so treat it as a map of where to ask rather than a list of guaranteed outcomes.

A realistic action plan

  1. Write down the exact amount and purpose, and check whether a cheaper or second-hand solution exists.
  2. Download your free BKR overview and list every debt, including arrears with landlord, insurer and energy supplier.
  3. Contact the municipality's income or debt-help desk and ask about bijzondere bijstand before you spend.
  4. Ask whether your municipality works with a kredietbank and request an appointment for a social loan.
  5. If several debts are piling up, register for free schuldhulpverlening rather than taking new credit.
  6. For family help, sign a simple loan agreement and inform the municipality.
  7. Keep copies of all decisions and file bezwaar within six weeks if you disagree.

Red flags that point to a scam

  • Advertisements promising a private loan despite bijstand or BKR, followed by a request for insurance, notary or transfer fees before payout: legitimate Dutch lenders never charge upfront.
  • Lenders without an AFM licence, or with a name close to a known bank.
  • Requests to hand over your DigiD, bank card or PIN as security.
  • Offers conditional on not telling the municipality about the loan.
  • Pressure to decide today, or contact only via WhatsApp.
Can a private individual legally lend to me while I receive bijstand?

Yes, a private loan between individuals is legal, but the municipality must know about it. Without a written agreement and visible repayments, the money may be treated as income and deducted, and repayment problems can damage the relationship.

Will a social loan from the kredietbank appear on BKR?

Credit banks are participants in the BKR system, and most loans above the reporting threshold are registered like any other consumer credit. Repaying on time leaves a neutral record; missed instalments add an arrears code that limits future borrowing.

Does the municipality have to give bijzondere bijstand?

There is no automatic right to a specific amount. The municipality must assess whether the cost is necessary and arises from special circumstances. A refusal must be reasoned in writing, and objection and appeal procedures are open to every applicant.

Is debt help available while I am on bijstand?

Yes. Under the Wet gemeentelijke schuldhulpverlening every resident can ask for help, and the municipality must respond within set deadlines. Bijstand recipients are a core group; help is free and can lead to a sanering credit or a court-supervised WSNP procedure.

What if a lender asks me for a fee before paying out?

Stop all contact and pay nothing. Report the advertisement to the Fraudehelpdesk and the police, and warn your bank if you shared details. In the Netherlands, credit intermediaries may not charge consumers anything before the loan is granted.
